National Assembly for Wales Health and Social Care Committee: financial scrutiny

As you may be aware, the National Assembly for Wales’s Health and Social Care Committee is responsible for examining the expenditure, administration and policy of the Welsh Government.

To better inform our future consideration of financial matters which fall within our remit, and to ensure that our scrutiny of the Welsh Government is effective and robust, I am writing to all Welsh local health boards to ask for information to help inform our work in this area. It is my understanding that this information is held by each local health board and should not, therefore, require any additional gathering of data.

To ensure that the Committee maintains the sufficient understanding of the Welsh NHS’s financial position expected of us, and to help ensure that our deliberations are well-informed and accurate, I would be grateful to receive the following information:

- details of your original revenue and capital allocations from the Welsh Government for the 2011-12 and 2012-13 financial years;

- copies of your financial plans (both revenue and capital), including details of savings to be achieved, and from which service areas, for the 2011-12 and 2012-13 financial years;

- details of any additional funding provided during the 2011-12 financial year by the Welsh Government, and the purpose for which it was provided;

- information on the year-end financial position for the 2011-12 financial year, and details of progress against the financial plans and savings targets in each service area; and

- information about, and examples of, how financial planning and the requirement for savings has impacted on your ability to deliver against the Welsh Government’s stated policy priorities.

I look forward to hearing from you shortly and would welcome receipt of the information requested by Monday 25  June 2012. This letter has been copied to, Chief Executives of Health Boards, for information.
